Pilot Patent Valuation Support Scheme (PVSS)
Objective and Scope of Funding
The Chief Executive announced in the 2025 Policy Address the launch of a two-year Pilot Patent Valuation Support Scheme (the “Scheme”) to support eligible local small and medium-sized enterprises (“SMEs”) to seek intellectual property (“IP”) financing by conducting valuation of their patents and other IP assets, which will provide concrete information on the enterprises’ assets to serve as a reference for credit financing. The Scheme adopts a matching grant model of 1 (Government): 1 (eligible local SME) and provide each enterprise of an approved application (“approved enterprise”) with a one-off funding capped at HK$80,000 to support them in commissioning qualified service providers (mainly accountants, financial analysts and surveyors)(“Valuation Service Providers”) to conduct quantitative valuation of their patents and other IP assets.
Additionally, if the IP assets of the approved enterprise include a Hong Kong patent granted under the Patents Ordinance (Cap. 514) that has undergone substantive examination, the patent examiners of the Intellectual Property Department will, through the Hong Kong Technology and Innovation Support Centre, provide free qualitative patent evaluation service based on the national standard for the Hong Kong patent. Valuation Service Providers may, where appropriate, refer to the results of such qualitative patent evaluation in conducting quantitative valuation.

Eligibility
To be eligible for the Scheme, an applicant must, at all material times, be a company that: –
(a) is incorporated in Hong Kong under the Companies Ordinance (Cap. 622) or its predecessor (Cap. 32), and registered in Hong Kong under the Business Registration Ordinance (Cap. 310);
(b) is an SME i.e. a manufacturing enterprise that employs fewer than 100 persons or a non-manufacturing enterprise that employs fewer than 50 persons (excluding research and development centres set up by the Government and local public research institutes);
(c) has not received any prior funding under the Scheme (i.e. only one application would be approved per applicant);
(d) has applied for or registered/been granted at least one patent, trade mark, design, or plant variety right in Hong Kong; and
(e) is a proprietor of at least one patent that has been granted in Hong Kong or elsewhere through substantive examination and remains in force.

The Scheme is open for application all year round.

Lists of Designated Valuation Service Providers
An approved enterprise must commission a Valuation Service Provider from the following lists of service providers to conduct quantitative valuation of its IP asset(s):
- CFA Society Hong Kong
- The Hong Kong Institute of Certified Public Accountants
- The Hong Kong Institute of Surveyors
- Royal Institution of Chartered Surveyors (“RICS”) [Note: If an approved enterprise wishes to engage a valuer on this list, it would need to further verify with RICS (via email at kleung@rics.org) that the valuer fulfils the one-year experience in conducting valuation of IP/ intangible assets or business interests as required under the Scheme, and attach the written confirmation of RICS to the written quotation of such valuer or his firm / company.]
